There are two ways to know a building is safe.

A / Taken on trust

The trades installed it, the drawings were stamped, everyone signed off. On paper, it works. Most of a building is accepted this way — by asking the people who built it whether they’re satisfied.

B / Put on the record

The systems are run together, under the conditions they exist for. An independent party watches, measures, and writes it down. The building is called safe because it was seen doing the job.
